Is this part of Rocky Mountain National Park and do we need a pass or timed entry reservation?

This is part of the National Park. If you are booking a trip with a guide you do not need a timed entry pass but still need to pay an entrance fee to enter the park and park at trailheads such as Lumpy Ridge.

Is weather going to be a problem?

Weather in the mountains is variable. Part of the reason we start trips early is to beat afternoon thunderstorms. Owing to it's south facing orientation Lumpy can be a pleasant winter destination in the event of a warm day but snow conditions may make it difficult to get to. Sometimes it can be hot in middle of summer. Guides will have the final say on whether to proceed at the location of your choice or to switch to a safer or more appropriate venue.

Are there a lot of options for where to go in Lumpy Ridge?

While falcon closures do shut down a good chunk of terrain the Lumpy Ridge climbing area has hundreds of routes. Unless you have a very specific route in mind we should have no trouble finding something to climb.
